The American National Park Service's Volunteers-In-Parks (VIP) program was authorized by Public Law enacted in The purpose of the program is to provide a way through which the NPS can accept and utilize voluntary help in such a way that it is mutually beneficial to the NPS and volunteers.

The Secretary of the Interior upon application filed by a duly qualified applicant under section –1 of this title may, in the manner prescribed by sections to –4 of this title, dispose of any public lands to a State, Territory, county, municipality, or other State, Territorial, or Federal instrumentality or political subdivision for any public purposes, or to a nonprofit.

The Secretary may establish reasonable charges and fees and issue permits for public use of national wildlife refuges, game ranges, national fish hatcheries, and other conservation areas administered by the Department of the Interior for fish and wildlife purposes.

The Secretary may issue regulations to carry out the purposes of this subchapter. That nothing in this Act contained shall affect or modify the provisions of the Act approved February fifteenth, nineteen hundred and one, entitled "An Act relating to rights of way through certain parks, reservations, and other public lands."
